Within the other 2 projects this person has higher rights hence he can see the option.

Perhaps better option is to have the option in the mail plugin just to add the primary attachment(s). Not sure if that is an option but perhaps @SL-Gundam can give his view.

Not sure it that would impact other areas, couls very well be (that is why one should not change core scripts). Aplugion will not do the trick here.
What you can do, is to adjust the name of the project (fe ppreceding the text with the id) to achieve what you want

You can use settings in config_inc.php, copy the setting $g_csv_columns (and others) from config_defaults_inc.php to config/config_inc.php and adjust to your liking

AFAIK this is not available out of the box. It would mean you would need to adjust a core script (function user_get_accessible_projects within core\user_api.php). This is not the best option but it can be done.

The fields may look greyed out but if you click on the testbox itself, it will get a red border. Then you can add/remove fields and save it.
The buttons look the same as on my installation.

That is strange, apart from the first one you should be able to change all there.
Creae another admin account and see if the same thing happens.
