I thought that you are talking about images displayed in MantisBT.
Now I recognized, that you are talking about pictures of jpgraph's testsuite.

AFAIK, you can't achieve this in a clean way by configuration there is this right available: $g_create_project_threshold = ADMINISTRATOR; but not something like: $g_create_subproject_threshold = ADMINISTRATOR; If this is no security risc for you, you could change manage_proj_edit_page.php by removin...

What you could do is to disable other users than administrators to delete an issue. This can be done with the management page. You will have to tell your users that they have to assign this issue to you with a note to remove it. or if this enough, you can configure that you are notified by mail when...

What do you mean with "If you are able to modify the core"? Sorry for my English, seems not to be clear I mean, if you have the needed skills to modify the core (PHP, database, ...) Are you saying that the default installation of mantis does not send notifications for all projects to all ...

You can not manage notification per user per project within your account settings. These settings are for all projects. You can not remove a global administrator from a project, but you can remove a user whose global role is not administrator, but who is administrator for a special project. The tric...
