Have a look at http://www.mantisbt.org/bugs/view.php?id=7053 There is also a tool called "Bugshooting" really nice, but currently not usable for me, because it's not able send to jpg to MantisBT (at the moment just bmp) http://www.bugshooting.com But be aware, that you will have to install...

I suggest, that you set users to the role "updater" and not "reporter" if you want them to update issues.
But you should also be able to give the reporter these rights by using the "Workflow Thresholds" link (Manage -> Manage Configuration)

set the option preview_attachments_inline_max_size to 200000 for example.
From now on you have a inline preview of some document types (at least jpg, gif) if their size is less than 200000 Bytes (no problem for fast networks)

In project configuration you have to set "View Status" to "privat".

You have to change the project in the project dropdown menu (right at the head)

AFAIK there is no way to do this in GUI of 1.1.x
You would have to do this by inserting values in mantis_tag_table.
In version 1.2 you will find a page for administration of tags.

Maybe this is not what you want,
but if you configure advanced report to be used when entering an issue, this can be done without changing the code.
Just set configuration option show_report to value 2 on your configuration.
